The increase in a share of the state in Belcel can frighten off investors

Author: Mikhail Doroshevich

According to BelCel (trademark Diallog) director general Vladislav Rachkevich, increasing of governmental share in the company will impede investors participation in the further development of this Belarusian mobile operator activities.

At present Dutch company CIB BV has 50% shareholding, Infobank (Trustbank) - 17%, and state owned Minsk city telephone network (MGTS) and Minskobltelekom - 29,79 and 3,3 per cent shareholding respectively.

Infobank came to Belcel in August, 2002 and bought 17% per cent shareholding from MGTS and Minskobltelekom. During the year of 2003 Infobank invested USD 13 mln. into BelCel development. But in the end of 2003 Belarusian government claimed that 50% of governmental shareholding should be restored.

BelCel was the first mobile operator in Belarus. Since May 1993, the company is rendering NMT standard services, since February 2003 - IMT-MC-450 (cdma2000). By June 2004 BelCel had 57,5 thousand subscribers and showed more almost three times growth in six months ( By January 2004 BelCel had 20 thousand subscribers).
