Internet Governance in Belarus

In August-September 2016, Estonian-based Baltic Internet Policy Initiative conducted a pilot survey on the level of Belarusian public awareness concerning some Internet Governance issues

Social-demographic characteristics of the audience:

Free access to the information via internet is regarded as the most important opportunity by the respondents:

59% of respondents said that freedom of expression online is rather or very important. Within respondents with academic degree the percentage is higher – 73%.

  • The youngest and the oldest respondents indicate “transparent decision-making process concerning the Internet” as the important aspect of the Internet less frequently choose.
  • For 77% of respondents with academic degree “transparent decision-making process concerning the Internet” is important. For 27% of respondents with primary, incomplete secondary or secondary “transparent decision-making process concerning the Internet” is not important .
More than half of the respondents believe that Internet functioning should be coordinated by all stakeholders via cooperation:

67% of respondents say they know nothing about the activities of Internet Society (ISOC), The Internet Corporation for Assigned Names and Numbers (ICANN), International Telecommunication Union (ITU), The Internet Governance Forum (IGF), World Summit on the Information Society (WSIS).

Young people aged 18-24 (52%) know more about activities of international organizations. Internet Society is the most known organization within this group – 31% are familiar with its activities.

Respondents with an academic degree also know more about activities of international organizations. 25% know about International Telecommunication Union (ITU) and 28% know about The Internet Corporation for Assigned Names and Numbers (ICANN).
