Belcel, a mobile operator in Belarus, has signed an agreement with Russia's ServoComp to buy its "Absolute" billing system to register Belcel''s internet subscribers.
ServoComp says the billing and customers service system offers IP and PSTN providers electronic service mediation, provisioning and rating in real time. Russia's MCC and MTS, along with Golden Telecom of the Ukraine use the same technology.
Belcel's mobile division has been operating in Belarus for eight years. The company also plans to build a new digital network and provide internet access to its clients.
