According to the directive of the Belarus Council of Ministers, "On Electronic and Network Mass Media," announced in December, 2002, the Ministry of Information is "responsible for the provision of TV and radio frequencies for mass media, preserving the right to administer a frequency policy for the Ministry of Communications."
The Ministry of Information licenses terrestrial TV and radio broadcasting companies. At the same time, the Ministry of Communication licenses the use of radio-frequency resources for those companies having Ministry of Information licences, meaning Belarusian broadcast media are subjected a redundant and Kafka-esque dual regulation by the two ministries.
All the previously issued TV and radio broadcasting licences must be re-registered by June 1, 2003.
