On July 19, 2005 President of the Republic of Belarus Alexander Lukashenko signed a Decree #197rp on tax preferences for Belarusian mobile operator BeST.
According to the decree BeST intends to provide services for the poorer part of population. That is why, in order to make services cheaper, the government allows company to pay less taxes for base stations mounting on state-owned buildings.
The Decree states that it is forbidden to mount base stations on cultivated and forestry lands for all mobile operators.
