On August 17, 2005 President Lukashenko agreed to appoint Vladimir Karpovich MTS Belarus general director
In 2000 -2002 Vladimir Karpovich held the position of Deputy Minister of Communications. As a Deputy Minister V. Karpovich actively participated in the bidding process for the second Belarusian GSM operator license in 2001-2002. The license was won by MTS. Since December 27, 2004 Karpovich has been MTS manager on network planning and developing.
Two months ago, on June 16, A. Lukashenko appointed a new Velcom general director - Gennadi Melnikov. On August 1, a new Belcel general director Igor Bezruchonok was apponted.
In his speeches Lukashenko emphasizes that mobile communications are strategically important for the country. New appointments, according to Lukashenko, should make mobile communications companies more effective. Everything should be open, human rights are not to be infringed and telephone talks should not be tapped illegally, says the President.
