Belarusian national mail communications operator "Belpochta" won a competition for a right to give internet access in public access points for 2007-2008.
Propositions for participation in the competition were given by two companies: "Belpochta" and "Delovaya set". "Belpochta" was declared a winner, because it's propostion needs less capital investments for rendering universal telecommunications services, as well as the shortest term of it's rendering on the competition territory.
Belarus's Ministry of communications has already pronounced a competition for a right to give internet access in public access points. The competition was declared aborted, because only one application - from state telecommunications operator "belpochta" - was given. Ministry of communications has announced the competition again.
According to the president's decree (#96, 20 february 2007) a special budget fund of universal service, in which telecommunications companies must assign 1,5 per cent of the income from their services, starting from April 1st, 2007. Access to the local phone net via telephone or coin-box telephone, as well as Internet services in public access points were listed as universal telecommunications services.
In 2007, input into the state special budget fund of universal services is planned to be 29,285 milliard BYR /1$=2150BYR/. There were 490 telecommunications operators to the january 1st, 2007.
Created in 1995, now "Belpochta" has 3777 stationary and mobile departments of mail services, performs about 40 kinds of traditional and nonspecialized mail services. Approximately 30 thousand employess work in the company.
